I cannot afford anarchy right now, as I have family with illnesses that are dependent on the current infrastructure and supply lines of the country remaining intact. While I am not wealthy, I have too much to lose if anarchy were to break out.
Also, on that same subject, does your quarantine plan account for the movement of goods outside of those zones? Vital medicines? Many of these places have large ports. Would we send in supply runs to get vital goods or just allow the hordes to have them?
I feel like the only way this would work is if the people who actually produce things and don't agree with the current trajectory of places like Portland etc. move out of the city and set up shop within our territories, leaving the city to become a hive of junkies and other parasites that can't upkeep the things that they want.
Even then though, that isn't a guarantee, as most people don't like leaving the places that they live even if it has become a wasteland. The quarantine plan could take years, if not decades to yield results as long as some productive people remain in these areas.
